While the US news media are reporting the location as adjacent to the Lion King theater production, the UK's Telegraph is reporting the Viacom Building could have been the terrorist target:
The location is also adjacent to the Viacom building, fuelling speculation that it might be linked to the company's controversial South Park cartoon which recently depicted Prophet Muhammad in a bear suit.

Perpetua, if it was so intended, I think it was a decision made within the last few days at the local level, i.e., by the individual or group on the ground who actually executed the plan. The Taliban in Pakistan opened a YouTube account and posted a tape taking credit for the attack, even though it failed. Thus the tape had to have been prepared well in advance of the event -- not so recently, for example, that it could mention the South Park episode. Instead, it claims revenge on account of the Al Qaeda leaders killed in Afghanistan by Predator attacks.
So the Al Qaeda in Pakistan definitely directed an American cell to carry out the attack, to provide them with what they saw as revenge. If that cell decided also to implement more particular revenge against the people who sponsor South Park, they did so on their own -- without even the publishing of any kind of fatwa of which I am aware, at any rate.
